The PROMO was directed Kjell-Åke Andersson and Kjell Sundvall and apparently filmed on videotape rather than 16mm film.
The man appearing with Agnetha was Jonas Bergström. He was a Swedish actor they picked from a Stockholm actors' agency catalogue.
The fantastic bridge is the Årsta bridge in south west Stockholm. You can get there by train (pendeltåg) going to Västerhaninge/Nynäshamn/Södertälje. To get to Tumba Railway Station you have to take the train to Södertälje. (The train on the bridge goes in wrong direction. Agnetha is waiting on Tumba station (in southern part of Stockholm) and goes to the city. The train goes from the north to the south i.e. from the city to Tumba.
In a Radio 2 interview in November 2013 from her Sounds of the 80s radio show, DJ Sara Cox interviewed Neil Arthur from the group Blancmange who covered The Day Before You Came. They were talking about the cover and Neil said that ABBA's record company suggested they use out-takes from ABBA's video for their own version. However, in looking at their video, it doesn't seem that anything unfamiliar was actually used - and it does seem a rather unlikely proposal.
